Ran both for 6 weeks each on the same store. Plain popup: 2.1% of visitors gave an email. Wheel: 5.4%. Discount redemption was higher on the wheel too, but AOV was slightly lower (people spent the coupon on smaller orders). Net it was clearly positive for list growth.
Tacky depends on the design. Brand colours, no confetti, two or three prizes max, once per visitor. The default templates with the yellow wheel and 8 slices are what people find annoying.

On cost: the big wheel apps charge by impressions, and at 20k visitors you're paying $15-30/mo depending on how many pages you show it on. There are newer ones that charge a flat fee instead and start free — the spin-to-win category on the site has one with a free tier of 100 spins a month and a Pro plan around $8 with no impression cap. At your traffic that's the cheaper route.

5.4 vs 2.1 is a bigger gap than I expected. Going to try the flat-fee one first since it's free to start. Will report back.
